As Spring Boot 3.0 requires Java 17, i think we should keep a target version equals to java 17.
The java 21 target will prevent application running on java17 to upgrade to the jasypt-spring-boot-starter

Updated to Spring Boot 3 and Java 21, added a
.editorconfig(adjust and reformat as needed), introduced pom sorting and flattening for consistency
