This looks good, but velopack pacakges for some reason being private blocks builds, I will try to resolve that first (it' just a single flag in the config, so nothing complex, just have different priorities). |

This removes the remaining Guidebook entry points from the viewer, including the Help menu items, the F1 shortcut, the toolbar command, and the Guidebook floater wiring.
Built locally and smoke-tested to confirm the Guidebook is no longer present in the Help menus, toolbar, or toybox.
