Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [aws-sdk-v3-proxy](https://github.com/awslabs/aws-sdk-v3-js-proxy) and [jest](https://github.com/jestjs/jest/tree/HEAD/packages/jest). These dependencies need to be updated together.
