Add DevTools.run browser-based tools

Adds 3 free, browser-based tools from DevTools.run:

• Regex Tester (under Regex) — real-time match highlighting, flag toggles (g/i/m/s), built-in presets for email, URL, IPv4, phone, hex color, dates, HTML tags, numbers. 100% client-side.
• UUID Generator (under Generators) — generate v1, v4, and v5 UUIDs in bulk. No signup, runs in browser.
• Image Compressor (under Image) — compress JPEG/PNG/WebP with adjustable quality slider. All processing happens in-browser, nothing uploaded to a server.

All three tools meet the contribution requirements:

• Browser-based (no downloads or installs)
• Direct links go straight to each tool
• 100% free with no signups, trials, paywalls, or usage limits
