Updates the .NET release solution filter to stop including MEVD/VectorData projects, aligning release publishing with the ongoing move of those components out of the SK repo.
Changes:
- Removed VectorData project entries from
dotnet/SK-release.slnfso they are no longer part of the release-filtered build/publish set.

With the ongoing move of MEVD components out of the SK repo, this disables publishing them.
