What does this PR do?
Apex snippets are currently a feature in both the old Apex extension and the new Typescript Apex Language Server extension. The problem with this is when both extensions are installed, as is the case for most users on desktop, there are duplicate snippets.
This PR removes the Apex snippets from the old Apex extension, leaving them present in only the new Typescript Apex Language Server extension.
