Add support for optional accounts and arguments

Problem

Currently the CPI rendered does not support optional accounts and arguments.

Solution

Add support for:

• Optional positional accounts
• Optional omitted accounts
• Optional arguments

As part of this PR, helpers are rendered using the SDK types.
