How to Archive Rules

Rules that are no longer relevant or have been superseded by different rule(s) are archived, rather than being deleted.
By archiving them, any existing links to these rules still work.
- Edit the rule
- Explain why the rule is being archived, using the field is at the very bottom of the rule editor:

Note: YAML does support multiline strings, but you need to use a special syntax
- Save the updated rule

Note: Archived rules should still be under a category, so the "Archived" index is well organized.
