🦅 ContentHawk - Pin Copilot CLI to fix MCP firewall issues

I tried to trigger a new ContentHawk run to record a new version of the video (outlined in this PBI https://github.com/SSWConsulting/SSW.AI/issues/35), however I found the Content Campaign was not producing an output due to the required create_pull_request tool being blocked by the MCP firewall.

2. What was changed?

I've pinned the GitHub Copilot CLI version in all flows for content hawk to v1.0.20 as recommended in this issue for GitHub Agentic Workflows: github/gh-aw#25550. I didn't want to upgrade to the next major version of GitHub Agentic Workflows to avoid potential cascading issues. Currently the safe-outputs MCP tools are being blocked by Copilot's firewall, causing outputs to produce nothing despite the tools being available.
