Standardizes Sure-AIO package tags around the pinned upstream version (latest, exact upstream tag, AIO wrapper tag, and sha-*) and adds a protected-branch-safe git-cliff release flow that prepares changelog release PRs and publishes upstream-version-plus-AIO-revision releases like v0.6.8-aio.1.
