Updates are not found

We are building several images and for some reason not for all the images we are building the updates are being applied

has anyone alse came across this isuue?

If I run this provisioner first, it seems to find the updates, but if I make it run after another provisioner (running it after a PowerShell script and a reboot), it doesn't seem to find anything. I confirmed the updates were still needed by launching an EC2 from the AMI and immediately checking for updates.

@rgl Any traction on this?

We have a customer who got image from Packer but not get all Windows updates. They have windows update provisioner in packer config. They checked WUs by creating VM from image. They were in failed state initially but eventually showed up installed later. We want to know why updates failed to install first time.
