[Bug]: Chat is dropping tool calls in active session

Steps to reproduce

1. Start a new clean session
2. Use it for many hours, I think i did over 5 of active development with many many tool calls and multiple plans
3. Look at the chat and see the UI dropping tool call display of the latest inactive assistant message

Expected behavior

Do not stop rendering tool calls just because the session is long.

Actual behavior

Tool calls will always be rendered
