[Bug]: diff panel stops showing changes

1. Start chatting with codex
2. Open diff panel
3. Scroll through changes

Expected behavior

all changes are visible

Actual behavior

diff panel loads changes inconsistently and sometimes stops showing them

for some reason getting 422 when trying to upload video in github

Workaround

resizing the window causes the diff panel to reflow between layouts, and the missing changes become visible again
(you can see this in the video)
