Add "Use TypeScript plugins?" or similar to create-payload-app

#15779 adds a massive QOL boost for component strings in Payload. Personally, I'd say adding it by default would be good but I'm sure plenty would disagree. Regardless, there's going to be plenty of people who would highly value this plugin but not realise it exists. Adding a step to the create-payload-app questions would ease this, generally improving DX and making adding it for those who know they want it a single key press vs some manual instaling/tsconfig editing.
