Automatic shutdown triggered immediately at machine startup

The automatic shutdown feature triggers immediately at machine startup.

I start my machine in google cloud and then wait about 3 minutes. Then I log into the machine and I see the countdown timer at once.

Perhaps this is related to unchecking the "Users must enter a user name and password to use this computer" in netplwiz?

What I expected to happen is that it would take 1h before this auto shutdown kicks in (since that is what I configured).
