VPD collection status D-Bus property is registered as a Read-Write property, should be a Read only property

Currently, VPD collection status D-Bus property exposed by vpd-manager on D-Bus (com.ibm.VPD.Manager /com/ibm/VPD/Manager xyz.openbmc_project.Common.Progress Status) is a read-write property. This property should only be updated internally by the service and should ideally be a read-only property.
