aws ha same az does not work

HA terraform templates for AWS does not work.

The EIP should be mapped to secondary-private-ip of Primary-NetScaler's client Interface.

IAM policies should be replaced to

 "ec2:DescribeInstances",
 "ec2:AssignPrivateIpAddresses",
 "iam:SimulatePrincipalPolicy",
 "iam:GetRole"
