docker-compose up not completing

running docker-compose up does not finish - sysctl cannot stat proc/sys...shmmax and shmall and does not proceed past kernel.core_pattern = cores ... or will exit 0 - so docker coe image is not running.

Linux version: Ubuntu 20.04 LTS Focal
