Use Trusted Publishing to publish crates to crates.io

We should switch to Trusted Publishing as it is more secure.

Since it runs from a GitHub Action we will need to ensure that we trigger the publication manually and are able to review changelogs, version numbers etc. before anything is published to crates.io.
