There are better ways to group extension settings UI than simply naming settings things like N02, N04 Sub01, etc.
I checked the official docs for help, but it doesn’t really give a good example of how to group related settings with subsections.
A really good example is here (from the excellent Todo Tree extension), where lots of related settings are grouped under subheadings.
It also makes use of the order key, which allows you to manually order individual settings, as well as entire settings groups.
Here’s how it looks for me (I like the Solarized theme, so excuse the colors 🤓):
