Weird header in po(t) files

Both the pot file and the po files have this weird header in them:

# SOME DESCRIPTIVE TITLE
# Copyright (C) YEAR Free Software Foundation, Inc.
# This file is distributed under the same license as the PACKAGE package.
# FIRST AUTHOR <EMAIL@ADDRESS>, YEAR.

Those files need to include proper licensing information. This is especially important because the translations we get from Weblate, all also contain this weird header. So this issue will grow over time.
