How might we write badges to Credential Engine?

Filing here so we think about it at some point. Not required for first project iteration.

Right now, what we are doing as a "publish" action is to create and send an openedx-events signal/event into the void.

Moving forward we would like to collaborate with the credentials team to make sure that this event+data is what they would require, and then open a PR to openedx-events to move the definition to the official library.
