Sub new config for Ridge Racer

I'm submitting a new config file for the Ridge Racer game (PPSSPP 1.17.1 - OpeGL)
60 FPS pretty stable, no glitch or crackling sound, really playable!

Here is the config I use for Ridge Racer, it runs at full speed at 2x resolution with 2x xBRZ texture upscaling and 4x anisotropic filtering with skip buffer effects enabled using the PPSSPP 1.17.1 - OpenGL profile. This is for the USA ROM so to use with the European version rename to UCES00002_ppsspp.ini

I had it just lying around, this repo mainly serves for the harder to run games like God of War, Star Wars The Force Unleashed and the Crash games where tweaks would be necessary
