Describe the Bug

After I manually create and then delete a topic, it keeps being recreated between the master and slave nodes. Why is this happening? I can't delete it permanently. It can only be deleted when there are only two master nodes.

Steps to Reproduce

After create topic then delete a topic

Successfully deleted the topic.
