Do RAT license check for non-code files in DolphinScheduler ?

Hi all,

I noticed that in most Apache projects, files need the standard ASF license header unless explicitly excluded in the pom.xml.

Does DolphinScheduler follow the same rule? Should we add excludes in the pom.xml for non-code files, or is it handled differently?
