add support for GF180MCU

It would be nice to have support for gf180mcuC, so that we can get some ideas of how many projects are "portable" and if they require any other configuration update beside setting a different PDK environment variable.

GF180 MPW shuttle submission got over. Can you please create CI pipeline and give me instruction to push GF180 shuttle design as part of MPW CI?
