[Feature] UX: Automated One-Click "Update All Plugins&Restart" & Optional Auto-Update on Startup

Describe the feature you'd like!

Right now, updating plugins is way too manual and annoying.
You have to disable plugins, update them one by one, restart Steam, and then turn everything back on.

If you have multiple plugins, this is tedious and easy to mess up.

I suggest automating this process and adding a button: "Update all plugins and restart"

Clicking it should:

disable all plugins
update everything
restart Steam (or reload Millennium)
enable the plugins again

Also, it would be nice to have an optional "Check and update on Steam startup" setting.
