[Bug] Update for beta "pending restart"

Before Reporting

• I found no existing issues matching my bug
• My issue is not caused by a theme
• My issue is not caused by a plugin

Describe the Bug

So basically i turned the beta updates on and i'm stuck on beta 7, my steam tells me that in order to update to beta 17 i should restart but after doing it this deosn't change anything

Expected Behavior

Expecting the version to actually update and the message to disappear

Launch Steam in Millenium beta mode

its probably bugged on that version download the millennium installer and use that to install the latest beta

okay thank you very much it worked but now it won't stop telling me my theme needs updating even if i already did
