Can not set linking without higher permissions

Describe the context

• Extension: CreateWorkItem
• Environment: Azure DevOps Services (cloud)
• Agent type: Microsoft-hosted
• Pipeline type: classic build

Describe the problem and expected behavior
while trying to setup a link between the new item and a current item I am unable to select the link type. My account is a contributor not a project administrator.

When I was made a project administrator I was able to setup the link type. When my account was reset the link type shows System.LinkTypes.Hierarchy-Reverse instead of Parent.

Is there a way that the Link Type can be setup so that non administrators can set the link type as well?

The drop down box does not show any items at all for me, even after selecting the refresh button.

I will look into this. I don't recall that administrator permissions are needed to query link types, but I will double-check. What license is assigned to you? A Basic/Basic + Test Plans/VS Subscriber license or the Stakeholder access level?

I think all we have is the Basic plan with the one free pipeline.

We are just starting on our DevOps journey.

I can reproduce the issue on our side ,and I'm currently investigating why the data cannot be read by non-administrators. The API doesn't require any administrative permissions and the error I see points to a change in Azure DevOps. I will update you as soon as I have more information.

In addition, we will update the task so that you can enter the friendly link type name (e.g., Parent instead of System.LinkTypes.Hierarchy-Reverse) manually as a workaround.
