--kernel-list-cache-ttl-secs option doesn't work on linux with kernel version from 6.9.x to 6.12.x

Describe the issue
Kernel list cache TTL doesn't work with the kernel linux version 6.9.x onwards. That means GCSFuse will return the stale listing after expiry of --kernel-list-cache-ttl-secs unless eviction happens because of creation, renaming, or deletion of new files or folders.

• OS: Ubuntu: 2410 (with linux version 6.9.x onwards)
• Platform all
• Version: all kernel-list-cache supported version.

Kernel has fixed it with this commit, and should be available in the kernel v6.13.0 and onwards.
