Smart App Control false positive on Windows 11

After turning on Smart App Control, I can't run Flow.Launcher

Translate:

==Smart App Control has blocked an app that may be unsafe.==

Flow.Launcher was blocked because we cannot verify who wrote it, and it's not a familiar app.

I tried Uninstall and install again but it gave me an error

SquirrelSetup.log:

even I add it to trusted programs and pressed "unblock" button

This issue on installer,Portable,winget,scoop,choco

Not that there is no "keep anyway" button like SmartScreen
