Add vcpkg port for fesapi

Hi Philippe,

My name is Nicolas Cami, I work at Look Up Geoscience on software dedicated to low-carbon geosciences, alongside Lionel, whom you already know. We are considering using EnergyML for (a part of) our data model. We work with C++/CMake/vcpkg. As fesapi is not available in Microsoft's vcpkg repository, we have created a vcpkg port in a private vcpkg repository. We can submit a pull request on https://github.com/microsoft/vcpkg/ to add fesapi to the Microsoft repository so that other developers can benefit from it, if you agree.

I created the PR yesterday. Here is the link if you would like to take a look: microsoft/vcpkg#46809. Unfortunately, most of the checks failed. I'll look into it when I have time. I'm surprised it failed on Windows x64, as it works perfectly here.

Currently, the CMake configure seems to fail because the CI of vcpkg forces hdf5's "parallel" feature, and in the CMakeFiles you check HDF5_IS_PARALLEL: if true, you throw a FATAL_ERROR. I don't know HDF5, but according to the documentation this variable indicates that "HDF5 library has parallel IO support", I understand that (maybe) parallel IO is possible but not mandatory?

I tend to agree with you. However, I thin I remember that I faced issue at this time so there was so defensive code.
My first test do no show anymore an error so I think to relax this defensive/wrong code shortly. I created a related issue.
Do you need another release for this fix? I guess vcpkg process needs it.
